Guest Rick D Posted May 13, 2011 at 01:33 PM Report Share Posted May 13, 2011 at 01:33 PM At a general meeting attended by all voting delegates, under any circumstances can a resolution or motion be passed or adopted without calling for a vote?In other words can either be adopted with just a recommendation from a resolutions committee? Chris Harrison Posted May 13, 2011 at 02:05 PM Report Share Posted May 13, 2011 at 02:05 PM At a general meeting attended by all voting delegates, under any circumstances can a resolution or motion be passed or adopted without calling for a vote?A member could ask for unanimous consent to adopt the resolution or motion and if no one objects it would be adopted without a vote being necessary. However, if even one member objects a vote would be required. In other words can either be adopted with just a recommendation from a resolutions committee? Not under RONR. A recommendation does not bind the assembly to do something. A vote or unanimous consent is required in order to take action on something.

In all cases other than an election, a tie vote simply defeats the motion. In an election, you vote again (and again) until someone is elected (and willing to serve). The fact that the vote was by ballot is immaterial.
