If the bylaws aren't clear, is it the president who interprets them or the parliamentarian. And if it's the parliamentarian, could the president over rule her? The function of a parliamentarian is advisory. They advise the presiding officer on the rules. But it is the chair alone who makes rulings, so there is nothing to "over" rule in the first place. But rulings of the chair are always subject to appeal by any two members (a mover and seconder) so it is ultimately the entire assembly, and not the president alone, that has the final interpretation the bylaws.
