Our bylaw reads "change shall be set by 2/3 vote of members present and voting at any regular meeting provided that each member has been notified in writing of the proposed change at least one week in advance of the meeting." Our meeting had 60 members present. 35 members voted for the change, the rest abstained. There were no negative votes. Does the change pass? If so, is this called a unanimous decision?

A vote of 35-0 constitutes a two-thirds vote. It also happens to be a unanimous vote but there's no reason to label it as such (and, indeed, doing so can mislead people into thinking that all members voted to adopt the motion).
