Finance Comm. recommendation to Board

When the Finance Comm.makes a recommendation to the Board on the allocation of monies within the budget, does the Board need a motion, 2nd and vote or simply a motion and vote?

If a member of the committee makes the motion to implement the recommendations and there is more than one member on the committee no second is required. However, if the motion is made by someone who is not a committee member or there is only one member on the committee a second is required.

I understand that the reporting committee member must also be a board member in this scenario but if there is only one board member on the committee, the assumption that there is at least one other board member who thinks the motion is worth disposing of (hence no need for a second) would seem unwarranted.

A close reading of what is said on page 35, lines 1-10, might be helpful.

No and no. The reporting member of the committee does not need to be a board member, but if he is not a board member, a board member should make the motion, which should then be seconded (but see caveat below regarding small boards). However, as long as the committee itself has more than one member, it makes no difference how many of them are members of the board insofar as the need for a second.

"A motion made by direction of a ... duly appointed committee of the assembly requires no second from the floor (provided the subordinate group is composed of more than one person), since the motion's introduction has been directed by a majority vote within the ... committee and is therefore desired by at least two assembly members or elected or appointed persons to whose opinion the assembly is presumed to give weight regarding the ... committee's concerns."

(RONR 10th ed., p. 4535, lines 1-10; redacted to omit inapplicable reference to a "board", because here the assembly is the board).

"If the person presenting the report is not a member of the assembly or for any other reason does not make the required motion to implement the recommendations as just described, any member of the assembly can do so; but the motion should then be seconded."

Also, in regard to the original question:

- If the board is using the informal procedures for small boards, given on page 470-471, then no motion requires a second, anyway.

- Also, "when the proper motion is a matter of clear-cut procedure and must necessarily be introduced to resolve the case, the chair may sometimes expedite matters by assuming the motion -- that is, stating the question on it without waiting for it to be made -- provided that the assembly is accustomed to this method." (p. 490, lines 3-9, emphasis omitted)
