Is that what we're talking about here, or was this a voice vote? If it was a voice vote, abstentions should not have been called for. Why was the chair voting? Was the original result close enough that the chair's vote would matter? And if it was a voice vote, how could you tell?We'd have to know these things before we'd know if it was done properly or not.
