The person nominated or the assembly? The person nominated technically cannot refuse to be nominated. However, he can decline the office if elected so if he lets it be known that he will decline the office if elected the assembly should probably elect someone else. A nomination cannot be disallowed unless there is an actual valid reason why he would not be eligible to be nominated (such as if the bylaws impose some qualifications which must be met prior to being eligible for nomination and the qualifications were not met).
