I am unclear because two answers were given. Can a non board member make a motion at a monthly board meeting? Thank you for you time.

At board meetings, all Board members can make motions.

At general membership meetings, all general members (even those who serve on the Board as well) can make motions.

Members (of the body that is meeting) make motions.

Your question was answered the same way (albeit in different wording). But to clarify Board members have rights at Board meetings and General Members have rights at General Membership meetings.

What is a "general board meeting"?

Normally we hear of general meetings (presumably of the membership), and board meetings (of the board). These can be regular (scheduled) meetings or special (called) meetings.

But the "general" rule is the same for all meetings. Only members of the body that is in session may make motions, speak in debate, or vote. Presuming this is actually a board meeting, that means only board members. If it's a membership meeting, only members of the society (which it is possible that a board member might not be).
