Can the President of the board (and the person conducting the meeting) introduce a motion for consideration and voting?

Expanding on FAQ #1, which applies generally, as well as in regular membership meetings, in meetings of small boards (about a dozen or fewer members in attendance) the chairman (who is often the president) can usually make motions and vote, subject to any rule or custom under which the board operates.
