Who can make a motion?

Can the President of the board (and the person conducting the meeting) introduce a motion for consideration and voting?

Expanding on FAQ #1, which applies generally, as well as in regular membership meetings, in meetings of small boards (about a dozen or fewer members in attendance) the chairman (who is often the president) can usually make motions and vote, subject to any rule or custom under which the board operates. (RONR 10th Ed., p. 471 l. 7-11)
