The first time it was voted down, the second time the Board member was absent due to her work and was out of town; at that time the board voted it down again. This is true even if the same, or a similar, main motion has been previously rejected multiple times. See RONR (10th ed.), p. 327, ll. 1-11.Executive boards that meet frequently and go through all their business in one meeting of a few hours should not customarily adopt an aganda at the beginning of each meeting. Rather, the established order of business should be followed. See RONR (10th ed.), p. 363, ll. 8-20, about agendas that are not adopted, but are distributed for information only.Whether or not an agenda is adopted, no rule in RONR prohibits the introduction of items of new business not included on an agenda after the orders of the day have been gone through.
