Ratification of ammendment through door-to-door solicitation of votes

Can a Board of Directors, adopting RONR in the bylaws, go door-to-door to solicit votes and pass ammendments with the excuse "...we do not get a quorom due to low attendance at our meetings..."? Further, if they can go door-to-door, can they stop at 67% yea (or nay), or must they solicit the entire membership?

You can only validly conduct business at a properly called meeting and the members need to be physically at the meeting to vote unless the bylaws specifically say otherwise (RONR pp. 408-409).

They can't do any of that. That's utter nonsense, and they should be censured.
