Question: Can an incumbent run for an office via nomination from the floor?

Situation: An incumbent sends a letter to the association that they will not be running for reelection. The only candidate running for the position submits their application within the time frame. A week before the elections, the incumbent decides to run for the office via being nominated from the floor.
