Our HOA is about to hold it's annual stockholder's meeting, we will be electing to board member's and voting on proposal's to our by-laws,l Our annual meeting is held incordance with Robert's Rules of Order. Can the president of the board of directors table proposal's from the floor concerning our by-laws, rules and regulations and SOP's during this annual meeting.

Table is a motion used when something suddenly arises that must be handled immediately and there is something else on the floor. It is not used just because somebody wants to avoid a topic.

The board of directors is not in session during a general meeting, so the president of the board has no power at all, unless he is also presiding over this meeting. If he is, he can't make shouldn't be making any motions, so he can't "table" anything. Tabling is probably not even in order under these conditions. See FAQ 13.

Not on his own initiative, no. The motion to Lay on the Table requires a majority vote and is not debatable. Also, the motions to Postpone to a Certain Time or to Postpone Indefinitely (one of these is probably the proper tool) require a majority vote and are debatable. See FAQs #12 and #13.

...unless he is also presiding over this meeting. If he is, he can't make any motions...

I think you need a different word there.

What exactly do you mean by "table" here? Do you mean consider them? Or do you mean postpone them?

"table" is a very overloaded parliamentary word, not in the least because various legislatures use it to different meanings (in the US House of Representatives, it effectively means to postpone indefinitely. In the Canadian House of Commons, on the other hand, it means to lay a document before the House). It's best to avoid using "table" as a verb.
