Four of the 5 voting members are present and accounted for by the Secretary. An hour into a two hour meeting, one voting member leaves the meeting and doesn't return. The Board lost it's quorum and would need to take one of the steps laid out on RONR pp. 336-337 (establish an Adjourned Meeting, Recess, Adjourn, or taking other measures to obtain a quorum).
