How much involvement is permitted per RRO (Roberts Rule of Order) for a nominating committee alternates? Are they allowed to have input and make suggestions on what the NC does even though they can not vote on the NC (nominating committee)?

There is no mention of alternate members of committees in RONR.

RONR doesn't address alternates on Committees so the details are up to you all. But see RONR pp. 585-586 regarding alternates during a convention to see if that might help any.

I rather doubt it will. If an organization desires to have alternates for committees, it should develop its own rules, as the rules for alternates during a convention are unlikely to be suitable for a committee.
