changing the order of agenda items

When an Annual General Meeting of the Subsidiary Proprietors / First Mortgagees (SP/FM) of a Condominium has been called to order, is there a provision under Roberts Rules of Order by which a voting SP/FM may request that the order of the items for transaction of business on the published agenda be changed to bring one of the items up for action at the very beginning of the meeting?
