Attendance by Conference Call to establish a quorum

Can a voting member attend a meeting by conference call to establish a quorum if not specifically provided for in the Bylaws? If not precluded, may that person vote on motions?

No to the first question. And as to the second question, if RONR is your parliamentary authority, it is precluded, by RONR.
