The answer isn't in Robert's Rules, rather, it is in the governing documents of the other organization (and perhaps yours as well). We are not permitted to examine those issues here.

To put it another way (because George is usually highly amused when I go step in something that I really ought to know isn't a good idea), if the other board elects him, who's to say he can't serve? Robert's Rules doesn't.

Or if the other board invites your board to send someone to serve on their board, who's to say he can't serve? Not Robert's Rules.

(Ooo, now I bet I went and stepped in it.)
