Permission to speak

When a person from outside our District comes to our meeting, do we have to vote on whether he can speak at our meeting?

Allowing a nonmember to speak requires the permission of the assembly. To allow a nonmember to speak in debate requires a two-thirds vote. All of this can be arranged by unanimous consent. The chair can say, "If there is no objection, Jane Nonmember will address the assembly..." or whatever the case may be.
