I am just curious if the board is allowed to make final decisions on issues that have never gone before the club members to be voted on? For example, if a committee has an idea to make a change in how something is being run, can the board say yes or no, or does it have to be brought amungst the members to vote on?

A board has only as much power as granted by the bylaws. The answer will be in the organization's bylaws.

The only thing their by-laws state are that the board is allowed to spend up to $500 without it going before the members for voting. Everything else states that they go by Roberts Rules..... It's so open ended :(

Which is why Ann's totally correct answer seems open-ended, and why we can't answer your question here. Do look at Official Interpretations 2006-12 and 2006-13 elsewhere on this website which may help further down the line.
