Can a BOD who knows they are going to be absent from a special meeting called by the President give their voitng power to another BOD member by proxy? This meeting was called and proper notification was given. The reason for the meeting is to detrming a special assessement needed for urgent building repairs. The information discussed was given to all board members for review and the person going to be absent has revied the material and make his wished known to the person he assigned the proxy to.

No.

RONR prohibits proxy voting to the maximum extent possible under the law. So unless you have rules in your bylaws that permit it, proxies are not allowed. And even in those organizations that do permit proxies for general membership votes it would be unusual to have them allowed for BOD meetings.
