In the same business meeting, members (who will have many proxies) must vote on amendments to the Constitution. If passed, some running for election will be ineligible, so the amendment votes must be tallied first. Should proxies be attached to the first ballot, then returned to the proxy voter for the second (election) ballot?

No. RONR says little about ballot votes when proxies are used. I would suggest that each member be given a ballot based on the number of proxies held. If one member holds three proxies, he should be given four ballots (the fourth for his own vote).
