Only Board members have a right to attend Board meetings let alone speak in them (RONR p. 628).(WHAT ABOUT FREEDOM OF SPEACH) What about it? If you look at the 1st Amendment you won't see it mentioning the name of your organization or its Board as prohibiting it from making any laws abridging freedom of speech.ALSO IF THERE IS A QUORUM, IS IT NOT CONSIDERED A MTG. Since this workshop is apparently "sponsored" by the Board, I'd suppose they get to make up the rules. None of this is covered by RONR.Now, there might be some issue if a quorum's worth of Board members gather in the same place if your organization is subject to public (Sunshine) law in this regard, but you'd probably need to speak to a lawyer about that. That sort of thing is not covered by RONR either.See FAQ 14 for some agenda info, though since this is a workshop and not a meeting, it is quite likely irrelevant anyway. It doesn't become a meeting simply because a quorum is present. An agenda is not required whether or not it is a meeting. Again, if this is a governmental body, you should speak to a lawyer.
