The only restriction is that he cannot speak against it in debate. His absence in the after-process is irrelevant, unless (as noted) it does break the quorum.As far as I know, nothing gets automatically tabled (assuming you're using that term correctly, and I'm doubtful on that). And if quorum is lost, and the meeting adjourned, then the issue would be taken up under "Unfinished Business" at the next regular meeting.
