Can motions be made and passed without a quorum provided no one objects or brings up the question of a quorum??

Substantive business cannot be validly transacted without a quorum, even if no one objects. However, there are about half a dozen motions having to do with obtaining a quorum or scheduling a later meeting that are in order.
