Since this happens before debate begins, this usually happens only if the maker decides to amend it. Once the motion has been stated, though, it's in the hands of the assembly and the second is irrelevant; the maker cannot withdraw the motion himself without unanimous consent since it is in the hands of the assembly. However, in such a case the member offering the modification (which was agreed to by the maker) has effectively seconded the motion so no other second is required.
