Sometimes, after the meeting has started, there may be a discussion of a topic which later may be the subject of a motion. Can the Chair participate in the pre-motion discussion and ask questions? The Chair should maintain impartiality by not engaging in debate (RONR 10th Ed., p. 382) unless presiding over a "small board meeting" (about a dozen or fewer in attendance), in which case it would be fine.
