President of PTA as member ex-officio of committees

Is it required of the President of our PTA to attend all committee meetings, or can any member of the executive board be present?

If your bylaws say that the president is, ex officio, a member of all committees, then the president has the right but not the obligation to attend any committee meeting, and to participate fully, including making motions, speaking in debate, and voting. Attendance is not required, however, and the president's presence or absence does not affect the quorum requirement for the committee.

But the president cannot delegate this right to other officers, unless your bylaws say so.

Any member of the Board could be appointed to a Committee. Actually, I would strongly recommend having at least one member of the Board appointed to all Committees. However, unless otherwise stated in the By-laws, the President is only an ex-officio member of all Committees (except the Nominating Committee if applicable.) That means that the President does not have to attend Committee meetings. And it would be extremely unlikely for the President to be able to send another person to a Committee as a proxy.
