Pages 480-481 discuss the "proper composition of committees" and offers helpful advice as to which persons should be appointed to them. Beyond the noted discouraging of the President serving on the Nominating committee, nothing else suggests being an officer or member of the board should be considered a disqualification.

Can the president of a club make appointments without approval of the board? Does the selection of select committee members need approval of the board?

Check the bylaws. Generally, it is preferable that the electing body also elect the members of the nominating committee, if this is practical to do. At any rate, the president should not appoint members of the nominating committee. In those societies where the bylaws provide that the president shall appoint members of committees, the bylaws should make an explicit exception with regard to the nominating committee. See RONR (10th ed.), p. 419, ll. 7-18
