The president of our organization has asked me to give her report, which includes two motions. May I present the motion for the absent board member, although in my parliamentarian capacity, I cannot make a motion? Should someone else read it? Should someone else read it?"If an officer, in reporting, makes a recommendation, he should not himself move its implementation, but such a motion can be made by another member as soon as the officer has concluded his report." (RONR, 10th ed., p. 344, ll. 31-34).
