In my case, the treasurer is going to be absent at my upcoming meeting. The president of our organization has asked me to give her report, which includes two motions. May I present the motion for the absent board member, although in my parliamentarian capacity, I cannot make a motion? Should someone else read it?

"If an officer, in reporting, makes a recommendation, he should not himself move its implementation, but such a motion can be made by another member as soon as the officer has concluded his report." (RONR, 10th ed., p. 344, ll. 31-34).

I think this provision is applicable since, although you are not the Treasurer, you are submitting her report in her behalf

Even as she (Sue, our poster here) is the parliamentarian?

Or maybe my response was unclear. I meant to say that Sue should not move the adoption of the Treasurer's recommendations, since she is submitting the Treasurer's report in the Treasurer's behalf.

I found your response to be clear, but I anticipated where you were going as I was reading. Perhaps I wasn't paying enough attention to be confused. :)
