CALL TO VOTE WITH NO SECOND

CAN A CALL TO VOTE BE MADE WHEN THERE HAS BEEN A MOTION BUT NO SECOND IN A GROUP OF ABOUT 30 (CHURCH).

WOULD THIS BE CLASSIFIED AS A SMALL GROUP OR IS THE SECOND REALLY JUST OPTIONAL.

Please turn off CAPS! You are shouting.

A point of order would have to raised that the motion was unseconded prior to discussion of the question which is prior to the vote. You question skips a lot of steps.

The motion should have been seconded. As noted, as soon as discussion begins (or, if there was no discussion but the motion was voted on), it is too late to raise a point of order that the motion has not been seconded.

Per RONR, the more formal rules apply to larger groups of more than about a dozen.

The chair should make sure there is a second before placing a motion before the assembly. However, some motions do not require seconds, and, in any event, once consideration of the motion has begun, the lack of s second is immaterial.

WOULD THIS BE CLASSIFIED AS A SMALL GROUP OR IS THE SECOND REALLY JUST OPTIONAL.

This would not be a "small assembly." When a second is required for the introduction of a motion, that requirement is not optional.
