On his way through the door he announceed to the person who was the subject of discussion, and everyone else waiting for us to resume open session, we were discussing her and what we were talking about. This is not the first time this behavior has occured since I was elected to the board in April '11. The yelling and tantrums happen at nearly every open session. Asking this director to behave professionally is not working. After this latest incident in executive session something has to be done to bring civility to the meetings. All it means for a member to be censured (under RONR) is that the assembly by adopting a motion goes on record stating their disapproval of something a member (or members) did or did not do. If you want to remove him from office or expel him you will need to look to FAQ #20. A better way to proceed is for the chairman to direct the secretary to take down the offending words and record them. Then you can begin disciplinary action using this record as evidence.
