Are there any restrictions on who can run for VP ? Do they have to be on the board or a chairman of a committee. Our rules state one year active member but others say "active" means on the board or chairman....What say you?

I say it is up to you all to determine what the term "active" means. First, check the bylaws and any other applicable governing documents to see whether they define the term. If not, you all will have to decide what it means and then you should amend the bylaws to codify that decision.

Not in RONR. Any such restrictions would have to be in your Bylaws.

Well, unless your rules actually define "active member" anywhere, it would seem you have an ambiguous provision the assembly will need to interpret for itself. See RONR, 10th ed., pgs. 570-573 for some Principles of Interpretation.

Can one person nominate two different people for the same position?

If nominating for a single office, no. If more than one person is to be elected to a position, such as to a board of directors or trustees, yes but not until every member wishing to nominate someone has had a chance to do so. In no case can a member nominate more persons than there are places to fill. (RONR 10th Ed., p. 418 l. 6-12)
