Recently our housing authority has told us our by-laws are too vaige. I posted the section in question below. The chairman of the activities committee must seek approval of the officers before any program or activity is entered into.In respect to any catering of committee served event, excess food may be offered to the committee members and volunteers who helped during the event.Expense of the Club dinners may be shared by the tenants.Private card playing or similar activities not permitted during the entertainment. If not, the housing authority have no right to tell you anything. Even if so, they may not have the authority to tell you anything. You need to look at what is the relationship of the two. Assuming the housing authority has anything to say about it (as Mr. Cisar has noted), it might be best to ask them what they think is vague about your bylaws.
