Can the Chairman appoint a Temporary Chair

If the Chair wishes to recuse himself from an agenda topic due to a pecuniary interest in said agenda item, can he appoint a temporary chair from the Board or does the temporary chair have to come from the Executive Committee and, if so, is there an order stipulated in which they must be considered?

Yes the chair can appoint a chairman pro tem, IF the VP is not available. There is no restriction on the selection, except that it is subject to the approval of the assembly. See RONR (10th ed.), p. 436-437.
