See RONR (10th ed.), p. 1, l. 8-11, noting the words, "in full and free discussion." Electronic meetings exist that adequately facilitate the deliberative process, but simply allowing members to vote without the exchange of ideas is far less productive than the collective decisions that are made through the true parliamentary method.
