Public bodies are usually governed by Sunshine Laws and other rules of order in statute, code, and case law, that go well beyond the rules in RONR.

According to RONR, a roll call vote is only required when a majority of the assembly demands it, but it is noted that in representative bodies, where those voting are responsible to a constituency, roll-call votes may be required on all substantive motions.

Check your board's bylaws (which are public record) and if there's nothing about it there, you may need to consult any of various state agencies, or perhaps a lawyer.
