Sean Hunt Posted October 13, 2011 at 06:49 PM Report Share Posted October 13, 2011 at 06:49 PM When a Motion to refer is carried, does this motion become the new Main Motion? No. The main motion, and any pending amendments, are dropped from consideration since they have been referred. A pending motion to Postpone Indefinitely is dropped, and then the assembly proceeds to consider the next item of business.
Pattypike Posted October 13, 2011 at 06:50 PM Author Report Share Posted October 13, 2011 at 06:50 PM Thanks you for that. Is a Motion to Refer that has been approved considered to be an amendment to the Main Motion?
Sean Hunt Posted October 13, 2011 at 06:54 PM Report Share Posted October 13, 2011 at 06:54 PM Thanks you for that. Is a Motion to Refer that has been approved considered to be an amendment to the Main Motion? No. A motion to Refer ranks higher than a motion to Amend. It does not amend the main motion; when the committee reports, the motion is left unchanged. The committee may choose to recommend amendments, but those must be adopted by the assembly.
