discussion even though abstaining from vote

If a member has a direct personal or pecuniary (monetary) interest in a motion under consideration not common to other members and has no intention of voting, is it appropriate to participate in the discussion or is member advised to abstain from that as well?

But should a member who has that direct interest take into account the rule that he should abstain from voting when deciding whether to enter into debate on the subject?

It shouldn't prevent him from debating or limit his speech in debate. The fact that he has such an interest can itself be reason for him to speak and for the assembly to want to hear from him.

Absolutely. Indeed, he may possess important knowledge about the topic that would otherwise be unavailable to the assembly.
