Within the Senate we have separate Committees, such as Finance Committee.The Finance Committee deals with Budget hearings from different clubs and organizations, and then votes on whether or not to allocate requested funds to these groups. Our Finance Committee is made up of: The Chair (The Treasurer of the Senate). The Co-Chair (nominated and voted on by the Senate as a whole), and 9 other members of Senate appointed by the Senate Vice President.My question is this: First, is the Vice President allowed to appoint the members to the committee? If the vice president of your senate has this power, you will find the source for it in the senate's rules or governing documents. For the five ordinary methods of naming members of committees, see RONR (11th ed.), pp. 493-496.As far as the rules in RONR are concerned, the chairman of a small committee votes right along with the other members, even when his vote will not affect the result, unless the parent body has instructed otherwise, RONR (11th ed.), p. 488, ll. 18-20; p. 500, ll. 9-13. Most especially for the President? In Senate, the President can not vote if an allocation of funds is made, but as a member of the Finance Committee, he is allowed to vote, where as the Treasurer(Chair of the Committee) can not. In Senate, the President can not vote if an allocation of funds is made, but as a member of the Finance Committee, he is allowed to vote, where as the Treasurer(Chair of the Committee) can not.As far as the rules in RONR are concerned, the rights of an individual member, including the right to vote, are not suspended on account of holding an office, RONR (11th ed.), p. 448, ll. 3-5.
