to table a subject

A board has three members.

One of the board wants to table a subject (a new member). They believe that if they merely bring the subject to the floor and ask the chair to table the subject that it must be tabled.

In the past the board has put the subject on the floor thru a motion and a second and then a vote to table or not to table.

What is the correct procedure a topic?

Can't table a "subject" or "topic", even if "table" was proper in the situation -- probably isn't.

Nearest thing might be the incidental main motion to commit, establishing and populating (appointing) the committee with instructions to study a specific issue and come back next [whenever] with a report and/or recommendation.

The correct procedure is to give the newbie a copy of RONRIB (not to mention to all the other members of your board - won't cost much!) and tell him to go read it through. Sounds a little as though you are all misusing "table".

It is highly likely that you are misusing the word "table" in this context. The new member is incorrect to think that a motion to Lay on the Table does not require a majority vote. In fact, it does.

But the other members are incorrect in thinking that the motion to Lay on the Table is the correct one to use to Postpone consideration of a question. In fact it is not.

Seconds are not required in a board of three members. See RONR (11th ed.), p. 448, l. 1.

What is the desired effect of this motion to "table?"

After which (in case you're confused, and I'd suggest you not spend too much time trying to figure out how complex financial affairs figure in to all of this) you'd do well to turn to page 488 (still line 1) for further illumination on the subject (of seconds in small boards, not complex financial affairs, that is).
