It's been an unwritten rule in our Association for the last 20 + years---- when a non-board member wants to address the BOD they are welcome to attend and say what they have to say then leave. But they cannot vote, of course.If a majority of the board members is unhappy with this, the non-members can be asked to leave -- it is a majority decision as to whether they are welcome to stay or be excluded.
