tied vote resolution

A tie vote means that the motion fails, just as it is with any vote that does not achieve a majority.

So when a tie vote on a motion to elect someone fails, nobody was elected.

This means you need a second round of balloting, until someone gets a majority (more votes than the other candidates combined).
