In a small Board (about 13 members or less), the President/Chairman can enter into debate, vote, make motions, etc. just like any other member at the meeting. However, under the relaxed rules seconds are not required. In a larger group, the President/Chairman should appear to remain neutral so should not seond a motion. The answer will depend somewhat on the size of the Board -- in a small assembly, the President often exercises the same rights as any other member.
