Loss of voting privileges question

Our overall organization has many levels (chapter, district, region, state, etc.). The region is incorporated as its own entity as is the state and each has its own dues. Someone proposed that chapters lose their voting rights at the region level if dues are owed to the state. The argument back is that they are 2 separate organizations and should be treated as such.

Can anyone provide some guidance on whether this is allowable and/or appropriate?

As J.J. has indicated, a reading of the applicable governing documents would be required to give a valid opinion.

RONR doesn't provide that members automatically lose rights by way of being in arrears. See RONR (11th ed.), p. 6, footnote.
