A motion was passed to remove and item from the agenda at the beginning of the meeting, even though a member wanted that item to remain. Is this proper procedure?Yes, it is proper for the assembly to remove an item from the agenda when the agenda is pending, by majority vote. But this isn't the end of the world. Even though that member may have wanted the item to remain he is just one vote and part of participating in the deliberative process is that normally the minority isn't going to win the day. However, I don't see why under RONR that the member couldn't introduce the item under New Business (or whatever heading it would fall under) provided the assembly isn't locked into only conducting the business listed in the agenda.
