Are you talking about an amendment to the agenda, before the agenda is adopted or an item that was made an order of the day?

It is placed where the assembly orders it placed. That being said it is a bit odd to place an agenda item before the adoption of the agenda since by the time the adoption comes up whatever was supposed to have been done before the agenda was adopted should have already been done which seems to be temporally impossible (unless you all have a time machine).

FAQ #14 might be helpful. If the proposed agenda is printed before the meeting, you should be prepared to make some changes at the meeting.

The assembly can place the item wherever it likes. That's the whole point of having an agenda.

We have this item on the agenda just before Adoption of the Agenda.

Well, okay, maybe not wherever it likes. There generally shouldn't be anything before the adoption of the agenda, for obvious reasons, although there are a few things that would come first if this happens to be a convention.
