The rights of an advisory member are not specified, other than to say that they have voice and vote, but do not count toward determining the existence of a quorum, much like an ex-officio member; in reality, the position was created only to allow someone who does not meet the qualifications for membership to serve the board in an advisory capacity. The "advisory member ... does not meet the qualifications for membership ..."(3. The advisory member is not a real member?(4. The advisory member may not serve as an officer, Q. E.
