Guest Carla Posted November 18, 2011 at 11:31 PM Report Share Posted November 18, 2011 at 11:31 PM Roberts 10 ed., at 154, states "If the motion to substitute has been adopted, the resolution now pending is in the position of a paragraph that has been inserted, and it can no longer be amended except by adding nonmodifying matter." How is "nonmodifying matter" defined?
Larry Cisar Posted November 18, 2011 at 11:43 PM Report Share Posted November 18, 2011 at 11:43 PM Material that does not change the meaning of the motion. For example adding a starting time would not change a motion to have a party that did not include a starting time. However, it would change it if the substitute motion had a starting time.
