Can a new Board overturn decisions of a previous Board

After a previous BoD was recalled and new directors elected. Can the new Board overturn decisions of the previous Board, specifically fines and assessments?

Sure. Very little is carved in stone.

It's best to just think of "the board", and not the old board and the new board. If the board could set fines and assessments last year then the board can set fines and assessments this year.

It's the same for the general membership. They're not bound by the decisions made last year or ten years ago.
