Does the rules adopted by the body at the start of the Session have to contain the right of a member to move on the floor a motion to discharge that bill or is it something a member can do anyway? Guest Goldman has, indeed, asked his question on a -- the premier -- Robert's Rules Website Forum.If RONR governs, then yes, a member generally would have the right to move to discharge a subordinate committee of a measure in its custody. He whould get the floor and move to discharge the committee of the measure. And the presiding officer could break a tie vote if a member -- a voting member -- of the body that is meeting.
